MANILA - The Public Attorney's Office (PAO) will not use the autopsy report conducted by the Philippine National Police (PNP) over the slain security aide of former Biliran representative, Atty. Glenn Chong, once it files a complaint against policemen involved in the slay.
"We will not use the PNP's autopsy report," said PAO forensics chief, Dr. Erwin Erfe.
Instead, he said PAO will submit the forensics report he and his team conducted on the remains of Richard Santillan.
Erfe said the PAO's autopsy report has been submitted to Malacanang which has been monitoring the case and has sought for a copy of the autopsy report.
Earlier, PAO Chief Persida Acosta said the PAO granted the request of Santillan's wife, Jeanette, to represent her and has vowed to file charges against those involved in the killing.
Acosta has previously revealed that "the findings of the forensic team (show) that there are signs of torture."
"Humingi po sila ng hustisya dahil lumilitaw na tinurtyor bago pinatay (The family is asking for justice because it appears Santillan indicate that he seemed to have been beaten and stabbed before dying. The gunshot wounds on his body also reveal that he may have been already dead when he was placed in his vehicle and his body repeatedly fired upon by policemen.
"Inilagay siya sa kotse at doon binaril, pero at that time mukhang patay na siya because there is no more tissue reaction (He was placed in the car and there fired upon, but he was already dead because the wounds show there are no more tissue reaction)," Erfe explained.
At past 12 a.m. last Dec. 10, Santillan, who was driving a Toyota Fortuner, and his companion died after he allegedly traded shots with policemen during an operation in Barangay San Andres, Cainta.
Policemen claimed that the vehicle was flagged down at a checkpoint and the occupants presented no registration papers. The vehicle sped off after the occupants refused to step out. Policemen said a shootout followed after a chase of the vehicle.
