PNP task force nabs Iligan City highway patrol chief, 3 others in entrapment operation

ILIGAN City - The PNP Counter Intelligence Task Force nabbed the Iligan City highway patrol group chief and three others in an entrapment operation conducted here Wednesday, March 7, 2018, for alleged extortion in Iligan City. 

This was disclosed today by PNP City Director PSSupt Leony Roy G. Ga in a statement, and later by CITF chief Sr. Supt. Jose Malayo in a press conference.


Reports reaching the PNP National Headquarters disclosed that at 6:15 in the evening of Wednesday, March 7, 2018, the CITF personnel with elements of the Iligan City Police Office launched an entrapment operation against personnel of the Regional Highway Patrol Unit-10 (RHPU-10), Iligan City Highway Patrol Team (ICHPT).

Arrested in the operation, after receiving PhP 3,000.00 marked money from the driver whom they issued a traffic citation, were Police Senior Inspector Rolando C. Rigat, Chief of the Iligan City Highway Patrol Team; his subordinate, Senior Police Officer II Crisanto T. Bernardo, and two HPG Civilian Auxiliary personnel Mac Harvey T. Abad, and Sidney Canete.

"The marked money was recovered inside the comfort room of the Iligan Chief Highway Patrol Team chief when the latter attempted to dispose of the marked money," Police City Director Ga said.

Likewise, small bills of different denominations amounting to PhP5,000.00 were also recovered from the drawer of Rigat, Ga added.

"The operation was prompted by a complaint sent to the Citizens' Complaint Hotline 8888, Office of the President, from motorists traversing the Macapagal Highway of this city" Director Ga further disclosed.  

The complaints reported that elements of the Regional Highway Patrol Unit 10-Iligan City Highway Patrol Team on board RHPU-10 Mobile vehicle, with body number 1003, was allegedly extorting money from the motorists in the guise of having committed traffic violations.  Said complaint was corroborated by other complaining motorists in the area.

"The same office is also the subject of an on-going investigation by the City Investigation and Detective Management Branch of this office the same complaints sent to the 8888 hotline," Director Ga further said.

The arrested suspects are currently under detention at the Iligan City Police Station Number 04 pending the filing of appropriate criminal and administrative cases.

Over the past 12 months, CITF has arrested 60 errant PNP personnel for alleged irregularities, while 65 others were charged with various administrative cases, as the PNP imposes its iron fists policy on organizational discipline and internal reform. [PNP-PIO]
